An interesting article in the NYT by Nicholas Wade compiles opinions from several researchers on what causes evolutionary changes and why humans don't seem to be behaving that way any more. Can It Be? The End of Evolution?

please do not place children infront of tv’s as the key word is PROGRAMMING.
TV’s are not the way we learn about the world - for instance give them a real apple to smell taste touch - this is the way that we learn as a species. This is the way we create nueral connections in the brain - there are no sense conections with any form of TV indoctrination - which is the LEADING cause of HDAD and the rest of the ADD letter combinations in children - these are new illnesses caused by TV programming (which offer no nueral connections.)
If you want children to learn speech - talk to them as you would an adult - no googoo gaagaa words at all - soon enough they will speak very well.
